Keyflower

From Board Game Barrage Wiki

A lauded title in the game community, Keyflower sees players maneuvering a clever bidding system to buy city tiles with meeples, then adding those tiles to their cities, gaining actions and points. Simultaneous to the bidding, you can instead use meeples to activate tiles - yours or others - locking the tile to a specific color of meeple for the remainder of the round. But players get to keep any meeples played to their city.
